About the position

Job Purpose
To facilitate, coordinate, and manage the implementation of talent management, learning and development, succession planning, and performance management initiatives in support of organisational strategic objectives. The role is responsible for ensuring compliance with relevant legislation, policies, and frameworks while driving employee development, performance enhancement, and talent retention initiatives.

Key Responsibilities

  • Talent and Performance Management Policy Development
  • Develop and maintain the Human Resource Development (HRD) Strategic Plan.
  • Develop, review, and maintain Learning and Development policies.
  • Develop and maintain internship guidelines.
  • Develop and maintain the Performance Management and Development System (PMDS) policy and procedural manual.
  • Develop and maintain guidelines relating to:
  • Leadership and Management Development
  • Mentoring and Coaching
  • Reward and Recognition
  • Job Rotation
  • Induction and Orientation
  • Develop and maintain talent management and succession planning strategies.
  • Facilitate awareness and advocacy initiatives on talent management and PMDS policies, guidelines, and procedures.
  • Learning and Development Governance and Compliance
  • Conduct development needs analyses for the compilation of the Workplace Skills Plan (WSP).
  • Facilitate the development and submission of the Workplace Skills Plan and Annual Training Report to relevant authorities.
  • Coordinate the development and implementation of the HRD Implementation Plan in line with the applicable HRD strategic frameworks.
  • Facilitate the development and submission of Graduate Development Programme reports.
  • Coordinate and monitor the implementation of development interventions aligned to approved plans and organisational needs.
  • Career Management and Graduate Development
  • Facilitate the administration of bursary programmes, including adjudication, awarding, and contracting processes.
  • Coordinate recruitment, placement, induction, and training of interns.
  • Monitor and maintain bursary and internship records management systems.
  • Facilitate career guidance, career development, and counselling initiatives.
  • Talent Management and Succession Planning
  • Coordinate onboarding and induction processes for newly appointed employees.
  • Conduct competency profiling and skills audits for employees.
  • Facilitate implementation of career development plans.
  • Coordinate organisation-wide HR intervention plans.
  • Facilitate competency assessments to identify developmental gaps.
  • Monitor implementation of developmental interventions and recommendations arising from assessments.
  • Implement and monitor succession planning and retention initiatives.
  • Performance Management
  • Oversee implementation of performance management policies and procedures.
  • Facilitate quality assurance of Senior Management Service (SMS) performance agreements aligned to organisational plans.
  • Coordinate performance appeals and grievance processes.
  • Facilitate implementation of reward and recognition initiatives linked to performance management.
  • Performance Enhancement
  • Coordinate development and implementation of performance enhancement interventions.
  • Monitor progress against agreed performance improvement plans.
  • Collaborate with relevant stakeholders to identify and address skills and performance gaps.
  • Ensure compliance with applicable legislative and policy requirements relating to performance enhancement.
  • Induction and Probation Management
  • Coordinate induction and orientation programmes for newly appointed employees.
  • Facilitate and monitor probation management processes.
  • Conduct quality assurance on probation reports and recommendations.
  • Coordinate developmental interventions to address identified gaps during probation periods.
  • Resource and Team Management
  • Manage human resources and administrative functions within the unit.
  • Develop and manage performance agreements and assessments for staff.
  • Coach, mentor, and support employees.
  • Plan, allocate, and quality assure work delivered by staff.
  • Provide functional advice and technical guidance to management and stakeholders.
  • Compile and submit administrative and operational reports.

Minimum Requirements

  • An NQF Level 6 qualification in:
  • Human Resources Management
  • Human Resources Development
  • Industrial Psychology
  • Public Management/Administration
  • Operations Management
  • or a related relevant qualification.
  • Skills Development Facilitator Certificate.
  • Minimum of 3 years' experience within a Talent Management and Performance Management environment at supervisory or middle management level.

Knowledge Requirements

  • Knowledge of talent management and performance management frameworks and practices.
  • Understanding of legislation, policies, and prescripts governing learning and development.
  • Knowledge of the National Skills Development Strategy and HRD frameworks.
  • Knowledge of career development and management development practices.
  • Understanding of training records and database management.
  • Knowledge of strategic Human Resource Management and Development.
  • Understanding of Skills Development Facilitation.
  • Knowledge of Public Service PMDS processes and procedures.
  • Knowledge of employment legislation, public service regulations, and HR policies.
