About the position

Postion Summary:
The National Research Foundation (NRF) seeks to make an appointment for the position of Coordinator: Planning and Reporting, who will report to the Senior Manager: Planning, Monitoring Evaluations and Policies within the Digital Transformation Division. The incumbent will be responsible for coordination of cross-cutting activities of the planning, monitoring and evaluation (PM&E) functions, to facilitate alignment, collaboration and inter-functional learnings in order to continually enhance the quality of NRF plans, monitoring reports and meetings, as well as evaluation reports.

Key Responsibilities:

  • Assist in the Development systems for the management of organisational planning, reporting management processes and outputs to enable the organisation to achieve its goals and obligations
  • Contribute to the development of guidelines and templates in accordance with available statutory frameworks and documents
  • Develop the PM&E calendar for development of outputs and submissions to relevant authorities
  • Liaise with and conduct needs assessments of stakeholders to improve processes and systems in PME
  • Influence the NRF Corporate planner to ensure that it supports activities and outputs of the planning and reporting processes
  • Support implementation activities of the PM&E Framework and related policies, coordination platforms and meetings
  • Carry out process and quality control activities on PM&E to support colleagues across the organisation to ensure that plans and reports meet requirements
  • Collect, analyse, review and assess data to support meaningful development of plans and reports
  • Ensure completeness of portfolio of evidence records in relation to all PM&E processes with appropriate naming and records management to assist with easy retrieval for assurance activities by assurance providers
  • Manage the project to design and to produce final prints of plans and, reports used to account to the public and to govern the organisation, in accordance with PFMA, and the NRF Act

Minimum Qualification:
  • Bachelors Degree / Advanced Diploma / NQF 7

Minimum Experience:
  • 3-5 years
  • Undergraduate qualification in Management Sciences (NQF 7)
  • Postgraduate degree in Management Sciences (NQF 8) will be advantageous
  • 3 years of relevant experience in processes for Management, Planning, Monitoring and Evaluation
  • 1 year experience in a coordinator or project administrator role
  • Good understanding of the statutory requirements for Strategy and Planning in public entities and applicable frameworks Knowledge of the latest Strategy Management concepts, methods, models/frameworks Writing of plans and scorecards for use by different levels of management, the Board, Parliament and the Public to exercise oversight and ensure accountability
  • Exposure to research management and administration Exposure to developing strategy, planning and setting priorities, at an agency/system level
  • The South African public sector environment with special focus the governance of public entities
  • Exposure to senior level operations management with respect to PM&E processes
